Larry was born in Heppner, Oregon on July 24th, 1938, to Delbert Clayton Osborne and Hanna Gertrude (Mahon) Osborne. He went to Mitchell High School and studied to be a Lineman at Lebanon Electric. He married Sherrie Ruth Williams in 1958 in Dayville, Oregon, and together they had four children.
Along with being a Lineman, he was a rancher and managed several ranches in Fort Rock, Mitchell, Dayville, and John Day. He was also a self-employed logger. But the highlight of his life was gathering wild horses.
